FUEL FACTOR INCREASES
The incumbent utilities have the ability to petition for adjustments to the “Price to Beat” (PTB) rates twice per year. Since 2002, the PTB rates have increased every time each respective utility has petitioned (7-9 petitions have been filed by each utility).
